The proposal writing the SMART way eBook would not really help you in the challenge you described in your comment. It is really intended for those who have received a request for quotation or an invitation to tender from a potential customer.
I have written business cases seeking investment funding - which have been successful in releasing funds from Venture Capitalists - so have a little experience of these things. For the business cases I wrote we had to establish which market vertical would give us the best opportunity to grow a business with sufficient headroom to generate sales to meet a self determined 5 year plan. The VCs liked the plan and scrutinised the product but mainly they scrutinised the management team who had to deliver the plan (us!). However they must have liked what they saw because they advanced cash.
But I think what you are describing is slightly different again. In effect you have an asset and want to realise as much as you can for it.  I am not an expert but the best way, I think, to do this would be to hold a competition between companies who would have an interest in developing the land. Banks would certainly be on that list as would builders of commercial and domestic property.  There are probably others.
In the UK one way of increasing the value of land before sale is to obtain what is called &quot;planning permission&quot; fom the relevant local planning authorities. This gives you or a developer the right to build on that land - provided you build something that was specified in the permission (which could be anything: a factory; domestic housing; retail outlets; hotels or whatever). In this case you would still create a competition after getting the permission by advertising the land on the open markets - through real estate agents - and hopefully you would get a price which the market was willing to pay at that time. I haven&#039;t checked where you are from but your country may operate in a similar way.
So as I see your positon you effectively have 2 options: do some work to increase the potential value of the  land to a developer yourself and increase its value or sell it now for a lower amount and leave things like planning permission to those who are experienced in it and deal with it regularly. In both cases I would make sure you are running a competition t get the best possible price for your land.
In the case as I&#039;ve described it, you wouldn&#039;t need a proposal at all as the land agent/real estate agent or legal firm you appoint to conduct the competition and sale would do it.
If you still feel you need to write a business plan/proposal, s book I used as guidance when writing my business plan wa a book called &quot;the Definitive Business Plan&quot; and is written by Richard Stutely. My copy is the second edition and I have owned it for 5 years or so. Hopefully it has been updated.

I was recently helping a client with a proposal.  They had proposed against the same RFP before and for various reasons were having to again. This time they used graphics to make their proposal clearer and more easily understood.  The difference between the old and new proposals was like chalk and cheese.  A very fine cheese at that.  The graphics just made the proposal look a lot more professional and helped capture the attention of the reader.
